There are exceptions to this code rule. Such as where the ground
electrode and conductor are sufficiently sized to handle the calclulated
fault current without excessive voltage drop.
I agree that willy-nilly random bonding of the neutral to ground is a
dangrouse situatuion. But one which if carefully designed isn't an ONLY
condition.
