Neutral and safety ground should never be tied together EXCEPT at the
SERVICE panel

Tying them together anywhere else (sub-panel) is a violation of the NEC

That is NOT to say you can't have a second ground rod
elsewhere.............say at a garage detached from the house that is 'old
wiring' with no separate ground wire going back to the entrance
