Um, correct.

And that is pretty much the point.

A T1 is not only more stable, and gets better TOS, but it can be  
extended to places where DSL and FiOS, or U-verse cannot.

In many cases, for really good service, or for service where consumer  
service cannot be had, a T1 is ideal.
