Yep, but that does not excuse faulty operation on part of the
amateur, or any other service for that matter.
Broadcast translators are the only service I know about that are
required to shut down for a complaint, guilty or not, and even then
it's possible to get around that ( I have ) if all *reasonable* attempts
are made to "resolve" the complaint.
An amateur need merely prove that the fault lies with the consumer
gear and not the amateur station, but the burden of proof remains
with the amateur in any case.
I'm not going to cite chapter(s) and verse(s) but NO service outside
military can willy nilly cause interference just because they have
a license to operate.
