[BC] Proposed new tower regs.

The part of this that disturbs me is that I find
nothing in the NPRM concerning AM array protection
from "volunteer" participation by towers - primarily
cellular support structures - erected near AM stations.

Apparently, the "fix" is in for the cellular companies.

Originally, I know it was the intent to get one section
of Part 17 that would control "detuning" requirements
for all tower types and make them more useful for 
lower frequency arrays where the present 3 km distance
is inadequate. At the same time this would also apply
to services such as public safety where there are no
requirements for AM protection in the rules.

Currently, while some cellular companies do respect AM
arrays, there are others that try to hide within the
ambiguities and avoid the expense of detuning where it
should be done without enforcement by the AM licensee.
