[BC] Public File now must include Articles of Inc. and Bylaws

I beleive the distinction is commerical V. non-commercial. Commerical
stations are not required to have their AoI in their Public File (PF).
Non-comm's might very well need to show those for a prospective donor to
see the corporation's "vision". To obtain non-comm status, there is a LOT
more paperwork needed top to bottom.
In so far as the PF and applications....any pending application OR ANY
OTHER unadjudicated matter (violation notice, response appeal, pleading,
et. al.) with the FCC MUST be on file in the PF untill completely
disposed. This would inclue any 301's even if you have a valid CP. Until
the covering license is issued or the CP returned and canceled, an
application is still considered pending.
Also, I recall one instance where a station was fighting over something
and it went to court. The entire proceeding of the court case also was
kept in the PF since it was an "in-porgress" matter involving the FCC. It
consumed a whole filing cabinet until the case was settled.
