[BC] Public File now must include Articles of Inc. and Bylaws

I have been told numerous times by alternate inspectors that that's only 
true (that they are maintained in the PF)while they are pending.

Once they are acted on, they are not Public File material.

We started out as a 10 watter.  I don't think that app is anywhere to be 
found 35 years later, let alone be maintained in the public file.
