[BC] Operators

One valid point made in this discussion is that the "Chief Operator"  
should be the person who actually controls the "operators."

FCC revenue collectors just in town--didn't stop by us, just visited  
the two group owners in the market.  Even though they had to have  
driven right by our studio to go from one complex to the other.   
Apparently we weren't on their list, probably because our mailing (not  
studio) address is outside the metro at our suburban station.

Anyway, as is normal nowadays, their entire focus, at least at the one  
complex we have friends at, was on the public file.

So logically the best person to serve as "chief operator" would be a  
PD or ops mgr. (similar positions in many companies) who both keeps  
track of the live operators as well as watches the silicon based  
operators. After all, once the public file is initially organized, the  
areas that need updated periodically are the quarterly issues list and  
EAS test records.
