[BC] Stations that sign off

   I worked for an educational TV station for 17 3/4 years before 
working for a commercial TV station for over 30 years, I know the 
difference between educational TV and commercial TV.

1.  In educational TV any change (causing any interruption) that 
needs to be made or an EBS test run goes in the station break NOT the 
program, in commercial TV, these changes and sync generator changes 
are to be done in the program and NOT in the break.
2.  In educational TV any time the transmitter is off the air the 
station is saving money on it's electric bill, in commercial TV any 
time the transmitter is off the air revenue is reduced.

   Engineering wise the only difference is the `minimum hours of 
operation' requirement.
