[BC] LP-1 stations...what are they doing

Sorry. They're too busy trying to keep LPFM's from getting any improvements.
Gotta keep those third adjacents clean! And besides, if there's no money to
be made from it, they're not interested. PICAN? What's that? Oh yes. They
have a pie made from those every Thanksgiving.
