[BC] ARC 16 data transmission speed

You can run your ARC 16 at 1200 baud, but it's a real pain to do! Barry and I
converted a bunch of them over to 1200 baud in Tucson back in 2001 so they
could use a 902-928 mHz SS system that Burk was selling at the time-the modems
in the radios would not operate below 1200 baud.
Barry did most of the work doing the conversion-and IIRC he had a bit more
hair on his head before he started-'cause he pulled a bunch of it out.

anyone out there using an ARC-16 over an STL subcarrier for control,
telemetry return link for meter readings and status, but you're running your
system
faster than 300 baud?
