 That's correct, though I'm not sure about the year.
 At first, a copy wasn't good enough. You were to send your actual First.
 As one of the "earliest adopters" that's how I lost mine.
 As a result, I merely have a lifetime General now. ( phone ticket )

 What's the date of those rules ?

 The General replaced the 2nd and the first, equivalent to the second,
 simultaneous with reducing the first requirements such that the General
 was good to replace either.
