I don't think General's were ever to be used in place of 1st phones. The  
rules in part 13 are pretty specific on their uses. If I recall the reason was  
employers at TV and radio stations were requiring them. Sid is correct  about 
Restricted Radiotelephone licenses being required for a while in the 80's  
before they were eliminated. 
 
When NBC, the network, was operating WNBC-TV's transmitter we had to  get 
everyone on the staff Restricted licenses. I had to actually get a copy of  part 
13 of the R&R to prove to the doubters that their General wasn't  good for 
broadcast.
