That's strange. There used to be a reg. that stated that you couldn't
hold two commercial licenses in the same class, i.e.: an ROP and a
3rd., 2nd. or 1st. phone. However you could hold an ROP and a 2nd. or
1st. key.
When I got my 2nd. phone in 1963 I was supposed to surrender my ROP
but I didn't have it with me so I just kept quiet about it.
Another oddity is it seems that Generals issued during the initial
time span were good for broadcast as well as maritime and aviation.
Now they're only required for maritime or aviation only if the boat or
plane travel internationally. If they stay in the US no license is
required to maintain them as well as no license required for BC.

My General Radio Telephone, issued in 1991, was for maritime and
aviation services. It excluded Broadcast facilities.
The FCC inspector, John Glenn of Sierra Vista, AZ, said I needed a
Restricted Operator's Permit and a letter designating me as the Chief
Operator.
