[BC] EAS Question

By state plan, much of Wyoming monitors NWS/NOAA as their secondary 
source... in some parts of the state, NOAA is the primary source.

The Cheyenne NWS office is *very* good to work with on EAS issues... they 
"get it", and are usually always glad to discuss broadcast's needs and 
issues.

Here is a question for the brain trust.  Can a station monitor a NOAA 
weather radio station as one of its two monitoring assignments?  Of course 
this is with the blessing of the state EAS folks.
