It depends on your local and state plan.  EG...in Illinois, NOAA is NOT a 
required source, but optional for CAE events.  In Indiana, it is a listed 
source in some areas which don't have a 2nd LP.  But in many areas we have 
obtained waivers to monitor the adjoining area LP-1 and 2 when needed.
