You need to check your state plan.  NOAA Wx is an acceptable alternative 
in Texas if you are unable to receive either the LP1 or LP2 stations.  
In the Texas Panhandle, KGNC(AM) is the LP1 and KGNC-FM is the LP2.  
When KGNC(AM) changes pattern at sunset it does not serve all the 
stations that need to hear it.  In that case, NOAA Wx is suitable so 
some stations will monitor it in addition to KGNC(AM) and KGNC-FM.  The 
TSN (Texas State Network) satellite feed was and may still be 
acceptable.  It varies from state to state so check to be sure it is OK.
