At the last place I was CE, we had an ABIP inspection, and the deal with the FCC Boston office at that time was:
1) Immunity from *routine* comprehensive inspections only, for three years.
2) NO immunity from enforcement sweeps for specific items (public file, EAS, political file, EEO, etc.).
