It's the FCC's Alternate Inspection Program. By signing up for one of
these non-FCC inspections, the station discovers violations before the FCC
does (and avoids citations). Once the alternate inspector is satisfied the
station complies, the FCC is notified and routine inspection of that
station is held off for a period (a few years, as I recall). This grew out
of the FCC's attempt at a "mail order inspection" (see
http://sujan.hallikainen.org/rw/insite/insite100.html ). The FCC and NAB
compliance checklists also grew out of this mail order inspection. For
those who don't recall it, the FCC sent forms to stations with a variety
of questions to make an initial determination of compliance without having
to actually go to the station. NAB objected, so the program was dropped.
