Being someone that also does these inspections but not the person you are
referring to I can tell you they do work and the FCC does honor them. I
inspected a station which 3 days later received a visit from an FCC
inspector. The inspector was informed that an ABIP had been performed 3
days earlier. The inspector asked them to standby and they stepped outside
and made a couple of calls to confirm they had in fact inspected them and
who did the inspection. Upon confirming it was the truth they stepped back
inside and thanked the engineer for his time and walked away. In Tennessee
the time frame is 3 years. You are correct in that a station is not totally
immune. In most cases EAS, Political, EEO, as well as any complaints filed
against the station such as issues with contests are not covered.

There is no guarantee that a state association inspection provides any
immunity from a real FCC inspector walking in, but it's generally
assumed to be the case.
It's merely a dress rehearsal.
I'd have not spent any $$ to comply with the wishes of a mis-informed
volunteer absent serious motivation otherwise.
Of course, I'm a guy who has challenged real FCC field engineers,
and won every time.
