Anyway, I suspect the answer to your original question is pretty much 
self-evident: it's a TIS at the Air Force base, licensed through NTIA 
instead of the FCC (because it's a federal licensee), probably running a 
bit more juice than the usual TIS rules allow, and the really good 
ground conductivity of the delta area helps carry it up and down the 
I-80 corridor between Sacto and Oakland.

Is there a decent listing anywhere of Federal TISes? Bill Harms used to 
maintain a TIS list, but no longer does.
