No justification for Superpower now as there was none then.

Given that the U.S. has enough Class A (and former Class II-A)  
stations to shake a stick at, it's not necessary to establish another  
class.

Besides, "Rio" wouldn't allow it.

"Rio" did, however, authorize Superpower stations in most other  
nations within our Region with the exception of Canada, the U.S. and  
Mexico.

Cuba alone has nearly a dozen such stations, all on former Regional  
channels, or on former Canadian, U.S. or Mexican Clear channels.
