I was supposed to do sign-on when the famous OOOPSIE from Cheyenne
Mountain happened in '70 - a lot of stations ignored the alert, because
it happened at the normally-scheduled test time; others activated.
Pointed out the biggest flaw in the original EBS system - the operators.
The later, revised EBS (two-tome alert, rather than the
double-carrier-drop-and-tone inherited from Conelrad) wasn't much of an
improvement... and the EAS isn't really much better. ANY Emergency
Broadcast System will only be as good as the worst person / entity in
the chain, although the present system at least does have redundancies
the older systems didn't.
