[BC] AM Stations cranking it up on Football Night

This is the BIGGEST reason I have objected to the proposed MoM rules for AM 
stations.  It forces the station receiving IX to prove their case that 
station A is creating interference or is exceeding their allowed contours 
where none existed before.  Station A isn't  going to give a damn since 
they already have a license and have "proved" their system is operating 
according to their license.

Consultants of less repute will use this to "enhance" coverage in nulls or 
areas of less signal where they know they won't get caught.
