My local coop (very rural, and I'm their last customer!) is very
actively in the Internet business.  It deployed 802.11 radio systems,
dial-ups and had planned a big rollout of BPL.  But it took the sensible
precaution of testing the hardware, has now scrapped the whole BPL
project, and is swiftly pursuing fiber to the home, at which it will be
eminently successful.  Fiber is cheap, it's the interface to the house
that's expensive, but this will come down.

BPL is dead, well-deservedly.  And FCC?  They are so saddled with
lawyers that it seems unlikely they will be able to respond to
technological progress, becoming dangerous Luddites.

It shouldn't be too tough to pick up the first generation NIMs (network 
interface something er other Demarc device) that Verizon rolled out. 
They are replacing them as quickly as they are found in customer 
locations. These should be relatively inexpensive. Newer ones have some 
moca applications and remote reboot capabilities the older ones down't. 
Hopefully they will invest in larger backup batteries than Verizon (that 
last more than 5 hours). If I were building a system from scratch would 
put the power at the co where there's plenty of battery power and bypass 
a major support pita. Now Mrs Jones know you are 95 but, before I send a 
field tech would you go to the basement and see if you have power to the 
  NIM? Yikes?
