Most likely the new transmitter will sound much better than the old one, 
unless it's in great shape with new tubes running perfectly.

As for adding C-quam that in itself isn't going to make the station 
sound any better (unless you have a C-Quam receiver). Back in the 80's 
when stations were switching to C-Quam most of them did sound much 
better when they switched, but this was primarily due to them going 
through their audio chain with a fine tooth comb and setting up 
everything like it should be. Also as a part of the switch you were 
forced to make sure your transmission system was working good as well. 
This meant broad banding the Antenna system, making sure their was no 
IPM, and all around cleaning up the plant to give a great signal.
