 Maybe, and no.

 Based on the filings I see, simply getting back to full licensed power
 would be a big plus.
 The balance depends on what it sounds like now, and on what receiver.

 This has nothing to do with stereo, by the way, but is much more dependent
 on the bandwidth of the system, and the utilization of that bandwidth.
 Whether AM Stereo, or HD/IBOC, make it play right in mono first.
 If your objective is good mono, you can stop there.
 A decent transmitter, decent processor, and a proper symmetrical load
 is required for any of the above.
 Once you achieve that, in my opinion stereo would be a waste of money,
 neither gaining, nor losing, anything.
