Actually, Rich, Holy Cross was fined because they checked the box on their renewal app. indicating that their public file was not complete. The true shall set you free eventually, but lying to the parole board is quicker.  The renewal application was timely filed, as far as the FCC indicates. 

Still relates to my point.  A few missing documents, and the College must pay the government thousands. Note that no-one claimed that they were hampered in evaluating the station's over-the air programming because these documents (probably issues lists) were missing.  With the attitude of many college administrators today, this could mean the end of the station.
