I may be confusing them with a gaggle of late filings I saw in the 
trades. The bottom line is that the FCC appears to have been charged 
with paying down the deficit. The argument has been made here that no 
one knew. That meant no one was in charge. It's a radio station like 
any other. Do it right or don't do it, at all. Someone had to be 
assigned the job of General Manager who represents the licensee. 
Clearly, the school didn't see the station as an important asset. At 
least not important enough to pay attention.
