Rather than paying this fine (which, if given to the US Treasury, will
only subsidize government waste), Holy Cross should respond to the FCC
that they will designate the same amount of money to increase the
station's public service activities, something that would actually be
productive.  Hopefully, they can find a Congressman who will help to
support that argument.

The CE of one of the Toronto stations once told me that the CRTC often
applies similar sanctions in lieu of monetary fines paid to the
Government.   For example, a station might be required to go
commercial-free for a weekend because of a rule violation.  Although
the licensee still gets hit in the wallet, the listeners get a break.
