Perhaps or change the rules, allow AM daytimers to apply for this space.  
Maybe even auction it off. The way the rules are being enforced or not leads me  
to believe that all bets are off. 
 
Why wait for a ruling from the FCC on FM translators on the AM band  when you 
get a better ROI by simply contacting your local  in Congress.
