In the case of a local licensee, the PF was housed at the chamber of 
commerce in the community of license.

The original documents were there, with little, if any controls, other 
than that which was provided by physical access to the C of C's premises.

"Filleting" of the files by a viewer was certainly possible, although 
perhaps improbable.
