I still say it's a scam to create revenue for Congressman and Senators 
in the way of bribes, er , honorariums. (harry ried waiver) OR if you 
can't afford one of those, the FCC will fine you for not playing by 
their shuck & jive, 3 card monty, ever-moving rules. Either way, you're 
gonna pay. Think of it as the Federal Collections Commission. Got a nice 
ring to it. Like a cash register.
