I'm coming to the conclusion that the FCC is being run by a 
bunch of children right out of  LawyerGarten  who don't
know the difference between a decibel and a kilowatt.  
Wardrobe malfunctions and associated fines to get some 
funding are far more important now than common 
engineering sense.
