I can't see any particular "technical restraint" on WRHI, besides being on a graveyard channel. The tower appears to be just outside of town on the north side of town.  The translator is on the south side of town.

Note that this outfit already had a translator "in house" that they could easily switch over to rebroadcast the AM.  Many AM's don't have that resource...

But those that do, or could make arrangements to rent somebody's translator would probably be ahead to send a letter  requesting a similar STA, proposing to switch the translator's input to the AM programing.

For those of an anarchist bent like me, when that request is rejected, they could then submit a FOIA request for the schedule of bribes to obtain a grant of such waivers...
