Years ago...while working in another market...I did apply
for fill-in translators for our FMs, got them and put them on
the air although in reality they weren't really needed.
Right or wrong, part of it was a land-grab (although most of
them could have been displaced by someone dropping in a class A
allotment)...but also with the hope that someday the rules might
loosen to allow the signal-challenged AMs in the cluster to
simulcast on FM.
