Many - even, I'd say, most - of the licenses involved seem to be at 
colleges and high schools, where the license is often in the name of the 
board of trustees or school board. Since they're usually not the ones 
actually running the station, it's a good bet they're not paying very 
close attention to the details about license renewal and such. It's 
probably a good idea for anyone who's actually running such a station 
day to day (and I know we have some college radio people here on the 
list) to pay attention to renewal deadlines and public file issues just 
to make sure your licensee isn't hit with a $1500 or $7000 penalty down 
the road.
