[BC] Expired Licenses?

Over the last few weeks, I've noticed a lot of NAL's reported in the FCC's  
daily digests levied at radio stations whose licenses have expired and who have 
 renewed late.
 
Why are so many stations waiting so long to renew their licenses?   
Apparently, the station's license trustee and/or station GM is not  reviewing their 
license documentation to insure their licenses are still  valid.  This would seem 
to be a failure of the license owner to inspect  license documents 
periodically to determine their validity.
 
I suppose some of this can be attributed to the license owner being in a  
different city than the transmitter, but regardless, how can a station let such  
an oversight happen?
