[BC] Expired Licenses?

Paul,
  I can tell you in one case where a station here in TN was given a NAL
for failure to renew the station's license in a timely manner, (and I
don't think the FCC knew this) but the Owner and the GM past away,
leaving the station in the hands of a trustee that I'm sure didn't have
an FCC attorney advising him.

Over the last few weeks, I've noticed a lot of NAL's reported in the
FCC's  
daily digests levied at radio stations whose licenses have expired and
who have 
 renewed late.
 
Why are so many stations waiting so long to renew their licenses?   
Apparently, the station's license trustee and/or station GM is not
reviewing their 
license documentation to insure their licenses are still  valid.  This
would seem 
to be a failure of the license owner to inspect  license documents 
periodically to determine their validity.
 
I suppose some of this can be attributed to the license owner being in a

different city than the transmitter, but regardless, how can a station
let such  
an oversight happen?
