Everywhere I've worked we had an "emergency" line in the budget for 
such things. Generally things under $500 could squeak through. You 
couldn't get a Polk but an Accurian during the rebate window would be 
less than a client lunch.

How about one of Bob Crane's FM transmitters fed by an Accurian from 
the earphone jack? Hell, even one of the illegal satellite service 
transmitters would do. I'm sure there's an extra cheap FM receiver 
somewhere in house.
