[BC] Starlink Interleaver adjustment

Hey, Bob.
Already using the Crescend amp and big dishes.
Plenty of rock solid signal 99.9% of the time, (~53dbm), but the ducting 
drops it out once in a while.

What makes it worse is the alarm threshold on the Starlink is not 
adjustable, so we have to listen to dropouts for a few seconds until the 
backup switches over.  It's this transition to an alarm that's annoying.

These radios are not quite 2 years old.
