[BC] Starlink Interleaver adjustment

I have increased the interleaver on a Starlink operating at 32QAM to 6 and
this did help some with the occasional drop out but what helped more was
this:

It's a 1 watt in/10 watt out linear amplifier.
Also I have a couple of different vintages of Starlink receivers on one of
my links and the new (c. 2005) receivers show quite a bit fewer severe
error seconds and unavailable error seconds than the older receivers (c.
2000) on the same link.
