[BC] Starlink Interleaver adjustment

Gary;

Go to the Moseley site and check out the software available.  Depending on 
the firmware version of the Starlink, changes you make from the front panel 
will not stay if there is a power failure.  The software makes things a hell 
of a lot easier anyway...so dam many menus.
