Easy.  The interstate system was committed to and done.  New Orleans
continues to sit it utter devastation while Nagin and Blank-o argue over
paperwork to release the funds for recovery.

I have forgotten the book that I read many years ago about the Interstate
System,  Still the largest single Civil Engineering project ever undertaken
by the US  (How does this compare to New Orleans Katrina?)
