Cars that are on the lot are, for the most part,
off the shelf products. Except for some options,
cars are fairly generic comnpared to transmitters.
Each transmitter must be tuned and tested at a
particular frequency and power level. Granted,
solid state technology has made these fairly
easy to accommodate. The wear and tear of
crating, shipping, uncrating, moving into position,
connecting power, RF, etc. leaves the transmitter
in "used" status, thus devalued.
Not really practical.
