[BC] Automation suggestion needed

I'm looking for an automation system and need some suggestions..

I need the system to have the ability to one satelitte feed, muting it to
run commercials, then unmute, go back to the satelitte feed along with
switching between the satelitte feed and  automated music and possibly serve
as a cart deck.

Now, I know finding all that in one package that I can actually afford(I
have a very limited budget) is tough.  If i can find an automation system
that does everything but the cart deck and use a seperate (preferablly Free,
lol) system to handle the cart deck feature, that'd be GREAT.

My satelitte feed is not done by 25/35hz tones, just hard breaks.
