borrow. Usually, the GM's secretary can breathe
enough fire that the tools will be returned ... right?
I find that placing a pack of Atoids or Certs on her desk helps. :)
That is a good idea though, but wouldn't work around here since most of the self-help types need the tools on weekends when Engineering isn't around. (except for the Saturdays I work) When HP was in dire straights in the early 90's, they had one tool brief case kept in the CE office. Apparently that worked too. But, there wasn't much to fix either.
The transmitter sites have locking shops. Mostly they are kept locked except when someone is in a hurry and forgets. After a leasees transmitters caught fire a couple years ago, we blocked up the wall with a common doorway. That has made us more secure at that site. (It was good that we were + pressure and they were -)
I have discovered that as I fully stock every site. The saturation has helped. For instance, since there are plenty of flashlights in needed areas at all sites, they don't seem to walk as much. My thought is that if there are plenty around, people don't need to "hide" them so that they'll have one when they need it or carry them around with the chance that they'll put it somewhere where it will get lost.
This has been true with screw drivers too. The favorites were the 6 tip types. They disappeared often. When I got to about a dozen, that seemed to be the saturation point and the screw drivers no longer disappear. Seems silly to have to do this, but when you need the tools, you need the tools. It seems to have helped, or, the person who was stealing everything no longer works here...that could be it too.
