In Nashville for many years  they did the weather outside on the 6 and  10 PM 
news.
 
They installed a frost free double pane large window in the back wall   with 
a lean-to roof over the window and the about 10 feet or so from the back of  
the building they built a roofed weather set with a roof, maps, lighting,  mics 
etc.
 
When it came time for the weather the weather man  would walk outside  
rain,shine, snow or sleet day-night and do the weather outside.  In the  studio they 
rolled a camera up tp the back window and did a one camera shot with  a zoom 
lens for the segment.   I recall one night it was snowing so  much  that the 
lights hit the flakes and nearly blocked the  weatherman.
