If you wish to put your mind at ease, notify the
proper authorities. The FAA for tower lights, and
the FCC for FCC Rule violations. It may also
help to notify local Zoning and the Police Department.

In legal terms, I am advised by a lawyer that this falls
under Torts. If you become involved in any way with
the property, you may be held liable. Once you have
notified the proper authorities, it is their responsibility
to take the appropriate action.
