Situations like that aren't uncommon in the mountain
areas of the west like Colorado.  You typically see
very high HAAT (mountain top tower sites)...or negative
HAATs (tower in valley surrounded by mountain peaks).

It doesn't cover a wide area, but SMOKES it's city of license, which is
